Clune Consulting Services, LLC (CCS) is an Ohio firm that provides environmental and transportation planning services throughout Ohio and adjacent states.
CCS is owned and managed by Nicole Clune, P.E., with 30 years of experience in the Ohio transportation industry. Our staff provide an additional 25 years of experience in environmental studies and project management.
The CCS Mission is to address the environmental and planning needs of our clients (including local and state government agencies, engineering firms, and private entities) with the goal of providing top-quality services for every project, large or small.

Compliance with the National Environmental Policy Act (NEPA) is essential to utilizing numerous funding sources. With staff that prepares environmental documentation on a regular basis, CCS is the go-to for NEPA Compliance. This can include Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, and associated studies.
Purposeful Public Engagement is often instrumental to the success of a project. CCS can help you tailor the appropriate level of Public Involvement for your project and conduct or provide support for the following:
CCS has a dedicated team that regularly conducts on-site ecological surveys, including wetland delineations, stream quality assessments, habitat assessments, and plant surveys. CCS also conducts Group 1 and Group 3 mussel surveys.
CCS experts work with designers to establish the best approach for projects that need a waterway permit. CCS conducts plan reviews for Nationwide Permit eligibility and prepares Pre-Construction Notifications, OEPA Notifications and Director's Authorizations, and Individual 404/401 permit applications to the U.S. Army Corps of Engineers and the state Environmental Protection Agency.
Some projects require commitments to care for and/or avoid sensitive environmental resources during construction. CCS offers environmental commitment monitoring services to document compliance on active construction sites. The CCS inspector prepares a summary report of findings after each inspection.
CCS offers planning-level support during project development, including assistance with Feasibility Studies and development of a project or study's Purpose and Need.
CCS will conduct an initial hazardous material assessment to determine if contamination is likely present on a project site. Following this assessment, CCS can prepare Phase I and II Environmental Site Assessments. Our certified staff also conducts Asbestos Inspections.
Our experts are prepared to conduct an initial review of cultural resources and prepare Section 106 Scoping Request Forms or complete coordination with the State Historic Preservation Office.
