Clune Consulting Services, LLC (CCS) is owned and managed by Nicole Clune, P.E. and specializes in environmental and planning for the transportation industry.
CCS services include environmental project management, public involvement activities, National Environmental Policy Act (NEPA) documentation and supporting studies, mussel surveys, ecological surveys, waterway permitting, and regulated materials reviews. CCS also offers integral support with feasibility studies and alternatives analyses, development of manuals and guidance, NEPA training, GIS, asbestos surveys, and environmental commitment monitoring during construction.

Ms. Clune is an experienced project manager and professional engineer. She formed Clune Consulting Services (CCS) in 2015 following a 20+ year career in public and private transportation and environmental planning. Her career began with ODOT District 7, where she served as the District Environmental Coordinator and as a project manager. During that time, she managed the environmental coordination for hundreds of large and small projects for both ODOT and local sponsors. After 10 years with ODOT, she entered the private sector and has continued to support ODOT’s environmental needs.
Ms. Clune has a variety of planning, engineering, and NEPA experience, ranging from environmental coordination on standard bridge replacements to the management of major highway and interchange projects through their planning stages. She has prepared Interchange Feasibility Studies, Environmental Assessments, and provided environmental and planning support for numerous Interchange Justification and Modification Studies.
Ms. Clune also has a demonstrated background in public involvement on a variety of projects. Her recent public involvement experience includes leading public involvement efforts for a major new project that included stakeholder meetings; creating and mailing newsletters and meeting notifications; creation of a project website which has received over 11,000 views to date; and coordinating two virtual public involvement meetings and an in-person public meeting. Ms. Clune has a Bachelor of Science degree in Civil Engineering from The Ohio State University.
Ms. Heid is an NEPA Project Manager with a broad technical background in ecological studies, hazardous waste investigations, and NEPA documentation. Ms. Heid began her career in transportation in 2013 and has had the opportunity to work on a wide range of complex projects throughout the region.
Ms. Heid has served as project manager on multiple environmental services task order contracts for the County Engineers Association of Ohio and ODOT. She has prepared Level 1 and Level 2 Ecological Survey Reports; Regulated Materials Review Screenings, Assessments and Investigations; Section 4(f) and 6(f) documents, Waterway Permit Determinations and applications; Section 106 Scoping Requests; Underserved Populations documentation; public involvement materials, and environmental documentation including Categorical Exclusions and Environmental Assessments. Ms. Heid also has experience in environmental compliance monitoring during construction activities. Ms. Heid has a Bachelor of Arts in Environmental Policy and Analysis from Bowling Green State University.
Ms. Allerding Curfman is an Environmental Project Manager with a comprehensive background in NEPA documentation. She has 7 years of experience in the transportation industry, including 5 years with ODOT as an environmental specialist. She manages tasks on multiple environmental services task order contracts for the County Engineers Association of Ohio and ODOT.
Ms. Allerding Curfman has prepared Level 1 Ecological Survey Reports; Regulated Materials Review (RMR) Screenings, Assessments, and Investigations; Section 4(f) and 6(f) documents, Waterway Permit Determinations, Section 106 Scoping Requests, public involvement materials, and Categorical Exclusions. She also has experience in preparing ODOT Project Initiation Packages, ArcGIS-based project mapping, and environmental compliance monitoring during construction activities. She has a Bachelor of Arts in Environmental Biology from Ohio University and a Master of Science in Energy Policy and Climate from Johns Hopkins University.
Ms. Wellman joined Clune Consulting Services in 2020 after two years of experience as a college intern at the ODOT Office of Environmental Services. During her time at ODOT, Ms. Wellman assisted with field work for mussel surveys and relocations, wildlife and plant surveys, wetland delineations, stream assessments, and mitigation monitoring.
Ms. Wellman is an ODNR Division of Wildlife approved mussel surveyor for Group 1 and 3 streams in Ohio. In addition, Ms. Wellman has prepared Level 1 Ecological Survey Reports, Group 1 Mussel Survey Reports, a Biological Assessment, threatened and endangered species surveys, assisted in Group 2 & 4 Mussel Surveys/Relocations, wetland delineations, stream assessments, and mitigation monitoring.
She has also prepared Regulated Materials Review (RMR) Screenings, Section 106 Scoping Requests, and public involvement materials. She also has experience with GIS and assisted with the creation of a multi-agency GIS database for Ohio mussel surveys and the creation of the new ODOT mitigation site database. She has a Bachelor of Science in Environment and Natural Resources from The Ohio State University.
Mr. Moan is an Environmental Specialist who joined CCS in 2023. Prior to working with Clune Consulting Services, he worked as an outreach educator with Franklin Park Conservatory & Botanical Gardens and as an undergraduate researcher at The Ohio State University.
Mr. Moan has prepared Level 1 Ecological Survey Reports, Regulated Materials Review (RMR) Screenings, Section 106 Scoping Requests, Waterway Permit Determinations, public involvement materials, and Categorical Exclusions. He has assisted in Group 1 mussel surveys and relocations and botanical surveys for state-listed species. He has a Bachelor of Science in Evolution & Ecology from The Ohio State University.
Mr. Stachler is an Environmental Specialist who started at CCS as an Environmental Intern in 2021 and has been an Environmental Specialist as of 2024. In addition to working with Clune Consulting Services, Sam has worked as a Natural Resource Technician with ODNR Division of Forestry, Biological Sciences Technician with the U.S. Forest Service, as well as an undergraduate researcher at The Ohio State University.
Mr. Stachler has prepared Level 1 Ecological Survey Reports, Waterway Permit Determinations, vegetation plans for wetland creation, wetland delineations, and stream assessments. He has assisted with Group 1 and 2 mussel surveys and relocations, as well as botanical surveys for state-listed species. He has a Bachelor of Science in Forest Ecosystem Science and Management from The Ohio State University.
